USAID helps Indonesian Ministry to develop guidelines for greenhouse gas mitigation in power sector

USAID ICED II is working with Directorate General of Electricity (DJK) and Directorate General of New, Renewable Energy and Energy Conservation (DG EBTKE) of Ministry of Energy and Mineral Resources (MEMR) and United Nations Development Programme (UNDP) Market Transformation through Design and Implementation of Appropriate Mitigation Actions in Energy Sector (MTRE3) in developing guidelines for greenhouse gas (GHG) mitigation in power sector. Initially, the Ministry of Environment and Forestry (MoEF) requested all technical ministries to submit their GHG mitigation methodologies by late April 2020. However, the deadline was extended due to Covid-19 pandemic until further notice. MEMR DJK is committed to make progress on the guidelines and methodologies amid the pandemic situation that forced people to work from home.

On April 9, 2020, USAID ICED II hosted a virtual meeting with 20 people from MEMR DJK, MEMR DG EBTKE, and UNDP MTRE3 to discuss the draft guidelines developed by USAID ICED II and UNDP MTRE3, particularly on the GHG mitigation classification. MEMR DJK was still indecisive on which GHG mitigation classification to use since there are two classifications issued by MoEF, each from different directorates (GHG mitigation classification according to nationally determined contributions (NDC) versus measurement, reporting, verification (MRV).

The meeting also agreed to do virtual weekly meetings to discuss the proposed  methodologies. As of now, four out of 16 methodologies have been reviewed and approved by MEMR DJK and MEMR DG EBTKE. Regular virtual meetings will help accelerate the review, given the situation the pending ICED II closure later this year.
